SOME OF MY ACHIEVEMENTS IN PUBLIC OFFICE
In the States
- Winning my debate in the States Assembly to secure recognition of 9th May – Liberation Day – as Jersey’s National Day;
- Championing the adoption of a Jersey Anthem – to be played at local events alongside the National Anthem and engaging 1,200 young people in the consultation;
- Establishing an opportunity for Jersey businesses to offer Internship programmes with students from Princeton University;
- Securing UN Placements for local people to start careers in International Development;
- Winning my debate to equalise taxation between Foreign owned and locally owned companies as the policy was biased against local companies;
- Being instrumental in getting stamp duty relief for First Time Buyers increased to £600,000;
- Successfully rejecting the JEC’s proposal to increase their level of ‘stand-by’ charges and winning my debate to secure a review of the Jersey Electricity law to enable Renewable Energy policies to be developed;
- Developing an Island Identity policy to provide information to Islanders, newcomers and students about the Island, to improve local knowledge and promote a strong International Island Identity in a post Brexit era;
- Winning several debates to put in place a fair and equitable Foreshore Encroachment policy;
- Overseeing the establishment of ConnectMe which co-ordinates the voluntary sector ensuring that vulnerable Islanders and newcomers are sign-posted to relevant information from one hub;
- Securing the extension of the UN recognised CEDAW (Convention of the Elimination of Discrimination Against Women) to the Island;
- As a member of the Economic Council producing the report – ‘New Perspectives’ – which sets out a roadmap for the Island’s economic future. It has since been up-dated to the Future Economy Programme;
- Establishing a funding mechanism for the Eastern Cycle Network to support its construction;
- Extending Freedom of Information laws to States incorporated bodies such as Andium, Ports of Jersey, States of Jersey Development Company;
- Supporting issues on behalf of the Deaf Community in Jersey;
- Developing and producing the first Strategic Plan for the Jersey branch of the Commonwealth Parliamentary Association;
- Securing the first winter support package for Jersey Fishermen;
- Signing a Renewable Energy Agreement with France and the other Channel Islands to share information;
- While chairing the Economic Affairs Scrutiny Panel, having 48 of our 49 recommendations accepted by the Economic Minister on the Rural Strategy;
- Co-writing the Island’s first Cultural Strategy and getting it passed in the States;
- Introducing the Citizenship Programme in schools to ensure a wider knowledge of the Island’s history and constitution is known.
MY CURRENT AREAS OF RESPONSIBILITY
International Development and Jersey Overseas Aid (JOA)
- Being appointed Jersey’s first Minister for International Development signalling global leadership and commitment to responsible citizenship;
- Transforming Jersey Overseas Aid into a professional, international aid agency. Working with foreign governments and putting in place anti-corruption measures and gaining 4/4 Internal Audit scores;
- Supporting sustainable Overseas Aid projects focused on the Island’s areas of expertise in Dairy, Conservation and Financial Inclusion which is gaining international recognition;
- Hosting two major humanitarian gatherings in Jersey in 2025 – attracting delegates from all over the world;
- Funding 36 new multi year development projects across six partner countries, improving the lives for hundreds of thousands of people;
- Supporting and overseeing over 70 development projects which provide direct assistance to over one million desperately poor people;
- Providing over £12m of emergency humanitarian assistance to help victims of war and natural disasters in 21 countries;
- Supporting hundreds of thousands of internally-displaced people and refugees from Syria, Yemen, Afghanistan, Burma, Ethiopia, Colombia, Sudan, Bangladesh, Gaza, Kyiv and the Central African Republic;
- Establishing a template in compliance for the £6m support we provide to Jersey Charities working overseas in countries including Ethiopia, Malawi, Gambia, Nepal, Bangladesh, Indonesia, Madagascar, Burkina Faso, Palestine, Kenya, Rwanda and Uganda;
- Forging global partnerships built on Jersey’s core strengths with – the Royal Jersey Agriculture & Horticulture Society (RJA&HS), Durrell and the Finance Sector – to add real value to projects and promote and expand Jersey’s expertise, reputation and international profile;
- Rolling out Dairy for Development in Zambia expanding Jersey’s agricultural footprint in Africa, and signing a flagship MoU to drive long-term dairy sector transformation.
- Introducing JOA’s Zambia Dairy programme to the organisation’s first Patron, HE Lieutenant Governor;
- Deepening engagement through the Africa Jersey Forum, strengthening agricultural cooperation with African ministers;
- Re-establishing strong ties with the British Red Cross and the international branches of the organisation, boosting collaboration and crisis response capability;
- Attracting major NGOs – including the UN, British Red Cross and Start Network – to Jersey in 2025, for international conferences which brought delegates from around the world to the Island;
- Hosting senior global leaders from CGAP World Bank and the Toronto Centre, raising Jersey’s international profile in financial inclusion and regulatory excellence;
- Co-hosting the 2024 Financial Crime Conference, reinforcing Jersey’s international credibility in financial integrity;
- Engaging with UK Parliamentarians including Sarah Champion MP and other UK Ministers and international partners such as World Food Program in Jerusalem, to promote and expand Jersey’s global reputation in UK development circles;
- Engaging with Guernsey’s new government with introductory meetings on international development strategy and potential areas of cooperation;
- Increasing career opportunities for Islanders to engage globally by introducing an industry-leading internship scheme with NGO’s and establishing an agreement with the UN to secure places on their Junior Placement Officer scheme strengthening career pathways for local people in international development, JPO’s have now supported 5 Islanders towards international careers;
- Securing Programme Associate internships for 14 Islanders with international NGO’s such as the Red Cross and Helpage offering them careers in international development;
- Continuing to offer Islanders volunteering opportunities overseas by organising Community Work Projects reaching record participation in 2025;
- Establishing Jersey International Development Network (JIDN) events which engaged 400+ Islanders in 2025; and public engagement on Jersey’s role in global development;
- Introducing international development and the Sustainable Development Goals to 1000+ young people through school programmes;
- Linking the Overseas Aid budget responsibly to Jersey’s economic performance, meaning it shrinks when the economy contracts and expands when we’re doing better;
- Reversing the historic decline in our overseas aid contributions moving Jersey closer in line with peer OECD donors;
- Agreeing a Memorandum of Understanding between Government and JOA to preserve its independence from political decision-making while ensuring maximum accountability and transparency for public funds;
- Reforming the way we select and manage projects, conducting due diligence on partners, and measuring the impact of our work.

Island Identity
- Establishing and chairing an Island Identity Policy Development Board composed of a cross-section of the community to promote and enhance the Islands identity and international profile;
- Publishing a fact based booklet about ‘Jersey’ for schools, dignitaries and Island ambassadors;
- Setting up and maintaining the Island Identity website as an information resource about the Island;
- Writing a 200-page report and 20-page summary document on how our unique constitution, heritage and culture can foster a stronger sense of what it means to be ‘Jersey’, both domestically and internationally;
- Successfully winning my proposition to formally recognise 9th May – Liberation Day – as Jersey’s National Day;
- Recommending the adoption of a Jersey Anthem and engaging 1,200 young people in a survey to establish their views;
- Producing dozens of actionable, cost-effective recommendations to Ministers and Officers to help government bodies, public and private organisations and individuals to promote and enhance Jersey’s standing and reputation;
- Commissioning a series of children’s books now available in schools written by local author Penny Byrne, which explain various episodes in Jersey’s history;
- Commissioning the filming of ‘A 10 minute History of Jersey’ written and performed by local story-teller John-Henry Falle;
- Supporting the work of political education and public engagement including the provision of a learning and on-line information resource about the Island;
- Developing an economic and cultural relationship with the Municipalities of New Jersey through meetings with the Mayors of the State, and publishing articles in their ‘Municipalities magazine’ with a reach of over 6000 readers across the State;
- Establishing a Jersey Diaspora Network known as “Jersey Connections” as a means of keeping in touch with Jersey people living overseas with information and updates about the Island through regular events and newsletters;
- Engaging with minority groups focusing on their barriers and challenges to inclusivity through Jersey Policy Forum research;
- Recommending the establishment of the International Cultural Centre as an information hub for newcomers to the Island with information to assist their on-boarding;
- Providing a template for Constables to use for newcomers to the Parish offering information about the Island and Parish;
- Working with the Honorary Consuls to establish a framework to help facilitate their important work in the Island;
- Engaging with the Jersey Youth Assembly to encourage debate on their long-term vision for the Island;
- Canvassing the opinions of hundreds of people through interviews and in writing about the Island’s identity;
- Engaging the wider public with the Island Identity project through special media features, a Conference, an engaging video, parish road shows, and other island-wide events.
As Deputy of Grouville & St Martin
- Meeting and liaising with neighbours and residents to support the petition against the ground-mounted solar panels proposed on fields in St Martin;
- Investigating possibilities with the Economic Minister and Ports of Jersey to reinvigorate Gorey Harbour as a working port and tourist destination;
- Ensuring plans for Keppel Tower development were less dense and more in-keeping with the area at Le Hurel;
- Securing extended Playing Fields for Grouville School;
- Instigating the Eastern Cycle Network and successfully securing States Assembly approval to establish a funding mechanism for its construction through planning gain;
- Founder and Editorial Team Member of the Grouville Gazette – a 48 page, quarterly, self funding Parish magazine, which has been delivered free of charge, to every household in Grouville for the past 23 years;
- Founder and chair the Grouville Community Support Group;
- Founder and chair the recently established St Martin Community Support Group;
- Organiser of the regular Deputies and Constables Parish Surgeries in St Martin & Grouville;
- Founder and administrator of Les Grouvelles (a women’s support and networking group in Grouville) established in 2019 to mark 100 years of women getting the right to vote in Jersey;
- Supporting Constituents on a daily basis.
