Dear Parishioner,
As I’m sure you know, Grouville and St Martin’s have been amalgamated into a single electoral district, from which you will elect three Deputies (and one Constable) to the States. As the long-serving Deputy of Grouville, I’m writing to let you know of my intention to stand as your representative in the upcoming elections, and to ask for your support.
I am proud of my record in serving both Grouville and the Island as a whole, and I am hoping you will give me a chance to continue this work on your behalf. You can read more details about my work and principles on this website but in brief these include:
- Island Identity. In partnership with the Bailiff’s Office I led a substantial project which seeks to enhance and promote our unique Jersey Identity, uniting our diverse communities and reshaping the narrative about Jersey on the world stage.
- Overseas Aid. As Jersey’s first Minister for International Development I have shaped an overseas aid programme we can be proud of, focusing on the things Jersey does best (Dairy, Conservation, Finance) and ensuring that every pound is properly accounted for. In addition to transforming thousands of lives (and Jersey’s international reputation), under my watch JOA became the one States body to get a perfect score at Internal Audit!
- As a member of the Economic Council I worked closely with the private sector to co-author the ‘New Perspectives’ report on Jersey’s economic future, developing many new ideas to promote entrepreneurship, innovation, infrastructure and the skills we need to flourish.
- Equality and Young People. As Chair of Jersey’s Commonwealth Parliamentary Association I have worked with lawmakers across the Commonwealth family to champion women’s participation in the democratic process. Having led the successful campaign to extend the franchise to 16-year olds, I have also been delighted to chair the Youth Parliament in the States Assembly. I am also actively involved with the Deaf Community and ensure their needs heard.
- As Vice-Chair of the Covid ‘Community Taskforce’ I helped ensure that the most vulnerable Islanders were served by voluntary and States services during the pandemic.
- I championed the rights of Jersey homeowners against unjust fines levied retrospectively on their properties, successfully persuading the States to introduce a clear boundary map and a consistent policy position on previously-approved encroachments.
In Grouville I have worked hard to serve Constituents and set up several Parish-based initiatives to support and hopefully improve our community such as; the Grouville Gazette to inform and be an insight into Parish life, I hold regular Parish Surgeries and I’ve set up and chair the Community Support Group to help Parishioners in their daily lives. Meanwhile, the women’s networking and activities group - Les Grouvelles - which marked 100 years since women got the vote in Jersey now boasts more than 320 members!
It would be an honour to be able to serve St Martin in the same way.
In order to have a chance to meet as many of you as possible before the election, and to hear your priorities first hand, I have planned ‘drop-in’ Parish Surgeries at different times and locations in each of the Parishes. Please do come along and introduce yourself. Alternatively my contact details can be found on this website.
I look forward to meeting you soon.
Yours sincerely
Carolyn Labey
